Μεταπολίτευση 1974-1981: Λογοτεχνία και πολιτισμική ιστορία

Η λογοκρισία ως δημιουργικό όριο, η λογοκρισία ως καταστολή: Οι ταινίες Χάππυ Νταίη (Παντελής Βούλγαρης 1976) και Καγκελόπορτα (Δημήτρης Μακρής, 1978)

Η ανακοίνωση εξετάζει δύο ταινίες της δεκαετίας του 1970, το Χάππυ Νταίη (1976) του Παντελή Βούλγαρη και την Καγκελόπορτα (1978) του Δημήτρη Μακρή υπό το πρίσμα διαφορετικών εκδοχών της λογοκρισίας, η κατάργηση της οποίας υπήρξε βασικό αίτημα της Μεταπολίτευσης. Και οι δύο ταινίες αναπλαισιώνουν και διασκευάζουν  δύο εμβληματικά μυθιστορήματα του Ανδρέα Φραγκιά (Ο Λοιμός, 1972 και Η Καγκελόπορτα, 1962 αντίστοιχα), που πραγματεύονται όψεις της  μεταπολεμικής εμπειρίας από την οπτική των ηττημένων του Εμφυλίου. Στη συνθήκη της Μεταπολίτευσης, η εκ νέου αφήγηση του πρόσφατου τραυματικού παρελθόντος βρίσκει σημαντική διέξοδο στον ανερχόμενο τότε Νέο Ελληνικό Κινηματογράφο. Ο Βούλγαρης, ακολουθώντας την πρακτική που εγκαινιάζεται με τις Μέρες του '36 (1972) από τον Θόδωρο Αγγελόπουλο, προκειμένου να αγγίξει επικίνδυνα ιστορικά θέματα, αλλά και σε αρμονία με την αλληγορική αφήγηση του Φραγκιά, εγγράφει την (αυτο)λογοκρισία στην ίδια τη μορφή και στα εκφραστικά μέσα της ταινίας. Η κρυπτική γραφή, η αχρονικότητα και η ατοπικότητα της αφήγησης προστατεύουν το Χάππυ Νταίη από επίσημες λογοκριτικές παρεμβάσεις, παρόλο που  η ταινία εικονογραφεί το φυσικό τοπίο της Μακρονήσου και πραγματεύεται τη σκληρότητα και τον παραλογισμό της στρατοπεδικής εμπειρίας. Απεναντίας, η Καγκελόπορτα, η οποία υιοθετεί έναν ρητό τρόπο αναπαράστασης αντιμετωπίζει μια σειρά κρατικών λογοκριτικών παρεμβάσεων («ακατάλληλη για ανηλίκους», εκτεταμένες περικοπές για αποφυγή «αναμόχλευσης των παθών» κτλ.), που καταλήγουν στην εισβολή αστυνομικών δυνάμεων σε αίθουσες προβολής, στην κατάσχεση του φιλμ και στη σύλληψη του σκηνοθέτη και αιθουσαρχών. Η δίκη των αιθουσαρχών που κατηγορούνται ότι πρόβαλαν την ταινία χωρίς περικοπές παίρνει μεγάλη δημοσιότητα και προκαλεί την κατακραυγή του καλλιτεχνικού κόσμου. Η ταινία, ωστόσο, αντιμετωπίζει σφοδρή κριτική και από μερίδα της Αριστεράς, ακόμη και από σημαντικούς λογοτέχνες όπως ο Δημήτρης Χατζής, που τη θεωρούν ιδεολογικό, πολιτικό και αισθητικό σκάνδαλο επειδή «ασεβεί» απέναντι στο μυθιστόρημα του Φραγκιά και στην ιδεολογική παράδοση που υπηρετεί, αλλά και εξαιτίας της ετερογένειας και της μη καθαρότητας στη φόρμα που τη χαρακτηρίζει. Η ταινία γίνεται αφορμή για να ανοίξει στη δημόσια συζήτηση το θέμα της λογοκρισίας, αλλά και των ορίων της ελευθερίας της έκφρασης σε κάθε πολιτικό χώρο.

Η ανακοίνωση εξετάζει τρία περιστατικά λογοκρισίας που αφορούν τις δεκαετίες του 1950 και του 1980 αντίστοιχα: την κάλυψη με φύλλα συκιάς των γυμνών του Επαμεινώνδα Παπαδόπουλου, γνωστού ως Nonda, στην αίθουσα τέχνης του Φιλολογικού Συλλόγου «Παρνασσός» στην Αθήνα (1952), την απομάκρυνση έργων του Γιάννη Τσαρούχη και του Γιάννη Μόραλη από την έκθεση της ομάδας Αρμός στο Ζάππειο (1952-53) και τέλος τη σύλληψη του Κλεάνθη Χατζηνίκου και την οριστική κατάσχεση έργων του που εκτέθηκαν στην κεντρική πλατεία της Λάρισας (1986). Και τα τρία περιστατικά έχουν ως κοινή αφετηρία τον λόγο περί ασέμνου και προσβολής της δημοσίας αιδούς, πεδίο δόξης λαμπρό για τη λογοκρισία στις τέχνες γενικότερα. Αναδεικνύουν επίσης μια σειρά από παραμέτρους που καθορίζουν τόσο το περιεχόμενο και τη μορφή της λογοκρισίας, όσο και την έκβαση του κάθε περιστατικού – το ιστορικό πλαίσιο, οι πολιτικές και κοινωνικές συνθήκες, το ίδιο το έργο, η ταυτότητα του δημιουργού, ο λόγος που αναπτύσσεται γύρω από το κάθε περιστατικό. Ζητήματα που αντανακλούν τις κοινωνικο-ιστορικές εξειδικεύσεις των εκφάνσεων της εξουσίας, της ισχύος, και τελικά των εξαναγκασμών ή των αποσιωπήσεων που ενέχουν οι λογοκριτικές πρακτικές. Αναδεικνύουν όμως και ένα κομβικό ζήτημα που διατρέχει ιστορικά τη λογοκρισία των εικαστικών τεχνών με βάση τα έως τώρα γνωστά περιστατικά: τη σημασία του πλαισίου έκθεσης, και άρα του βαθμού πρόσβασης του κοινού σε ένα έργο. Τα γυμνά συμπλέγματα του Nonda όπως και τα έργα στην έκθεση του Αρμού παρουσιάστηκαν στον περιορισμένο/ προστατευμένο χώρο μιας αίθουσας τέχνης απολαμβάνοντας έτσι το ειδικό καθεστώς ελευθερίας των έργων τέχνης, ενώ τα αντίστοιχα του Χατζηνίκου κατασχέθηκαν ακριβώς στη βάση της έκθεσής τους στο δημόσιο χώρο. Τα πρώτα χρησιμοποίησαν τελικά τον λογοκριτικό μηχανισμό προς όφελός τους, ενώ τα δεύτερα καταστράφηκαν, κυριολεκτικά, από αυτόν.

Dixit quod nunquam vidit hereticos: The Greek paradigm of Censorship

Censorship remains the predominant countering force to the democratic principle of free speech, constitutive of most forms of modern community and sociability. The last decades have signaled a resurgence of censorial phenomena, attracting large public attention and proving that censorship is far from being non-existent within democracy. Recently the question of free speech and the boundaries of expression have been crucially challenged through a series of acts of sharp violation of artistic and academic freedom. In Greece, this ranges from the cancelation of the politically controversial performance “Nash equilibrium” by the National Theatre (2016) to the trial of the historian Heinz Richter (2015) based on the anti-hate speech legislation. Globally, we have also witnessed censorship in its most extreme forms: from the renewal of fatwas against authors such as Salman Rushdie to the Charlie Hebdo assassinations, we saw how silencing can sometimes be equated, all too literally, with death. This paper aims to address and analyse the key themes of censorship in Greece and their relation to conflicting national, political, social, and religious interests. The research presented is implemented through and financed by ELIDEK post doctoral programme “CIVIL-Censorship in Visual Arts and Film: The Greek experience from the post-war years to the present” hosted in the Department of Political Science and History at Panteion University, Athens.

Eastern European cinemas and Greek political agendas in the 1960s: Cross-cultural exchange, film festivals, co-productions and state censorship

This paper explores the rich and multifaceted cross-cultural exchange in the field of cinema between Greece and the former socialist countries in the 1960s, especially after the rise to power of the centrist party of Georgios Papandreou in 1963, when systematic official attempts were made to advance cultural and economic collaboration and improve relations between the two sides. More specifically it focuses on four major topics: The vast number of films from Eastern European countries that were screened in Greece, either in conventional venues, or by film societies and film ‘weeks’ organized in collaboration with Eastern European national film archives and embassies, and the huge popularity they enjoyed with Greek audiences. Similarly, Greek films were regularly exported or shown in special ‘weeks’ in the former socialist countries. The ‘First Festival of Balkan Cinema’ held in Varna in August 1965 including films from Albania, Bulgaria, Rumania, Yugoslavia, Greece and Turkey. The considerable number of Greek-Soviet, Greek-Bulgarian and other co-productions that were announced at the time. Most of them were never materialized, as for example, an adaptation of Stratis Myrivilis’s antiwar novel Zoi en Tafo/Life in the Tomb, which was a planned co-production between Alekos Alexandrakis and the studios of DEFA (East Germany). However, other partnerships were proved more fruitful resulting in films such as the English-language antiwar movie Epitafios gia Ehtrous ke Filous / Epitaph for Friends and Enemies (1966) directed by Czech Jiri Sequens. Finally, based on archival material from the General Secretariat of Press and Information where state film censorship was systematically exercised, this paper documents the state surveillance of the film events related to Eastern European countries as well as of individuals, such as Aglaia Mitropoulou (head of the Greek Film Archive) and filmmaker Nikos Koundouros, who took the initiative to organize two Bulgarian Film Weeks in Athens (29 November- 5 December 1964 and 3-9 May 1965) and a Panorama of Greek Films in Sofia (22-27 January 1964).

“Down with censorship”?: The pretext of “appeasing political passions” as a censorial practice in Post-Dictatorship Greece (1974-1981)

Political censorship generated by fear of “enemies at home”, ranging from communists to left ideas in general, has long been the case in post-war Greece. Arguably, the conservative government that replaced the dictators in 1974 allowed neither the latitude nor the depth of free expression that was expected. The claim that any mention to Greece’s troubled past –such as the Resistance, the civil war or the military Junta– would harm the nation and its newly established fragile democracy, resulted in political constraints whilst the targets of censorship remained the same. The issue of censorship has attracted large public attention in post-dictatorship Greece, as the question of free speech and the boundaries of expression have been unexpectedly and crucially challenged through a series of censorial acts including banning and/or censoring films considered politically “dangerous”. Seen as a sharp violation of artistic and political freedom, these cases instigated widespread public debate since, after the fall of the “April 21” regime, Greek citizens were eager to embrace the civil right they had been deprived of, that is the right to free expression. Focusing both on censorship committee’s documents and reports, as well as on data collected from the daily press of the era, this paper will present and analyse the pretext of “appeasing political passions”, which acted as a censorial practice for films, along with the most prominent cases. The research presented is part of the post-doctoral programme «Censorship in Visual Arts and Film» (CIVIL), hosted by the Department of Political Science and History, Panteion University, Athens. The project has received funding from the Hellenic Foundation for Research and Innovation (HFRI) and the General Secretariat for Research and Technology (GSRT).

Film narratives on the margins of law and society: Nikos Koundouros’s censored films of the 1950s

Nikos Koundouros is considered a major figure of Greek cinema and one of the very few Greek auteurs of the 1950s and 1960s, when the prolific local production invested almost exclusively in popular genre films. Although from a powerful bourgeois political family, Koundouros was a militant leftist and during the Greek civil war (1944-1949) he was exiled at the notorious prison island of Makronisos. This paper focuses on three of his films, which were made after Koundouros’s return from the exile in 1952, marked by challenging aesthetics and exceptional plasticity while dealing with issues of social marginality and oppressive law: Magic City (1954), a neorealist story set in the slums of Athens; The Ogre of Athens (1956), a bleak crime drama of false identity that recently attracted international attention due to Jonathan Franzen’s reference in his novel Freedom (2010); and the Outlaws (1958), a claustrophobic and disguised narrative on the Greek civil war. By scrutinizing new-found archive documents from the General Secretariat of Press and Information – a state institution that, from 1936 (the dictatorship of Metaxas) to 1974 (the fall of the right-wing Junta of the Colonels), exercised preventive censorship on all scripts and films produced or screened in Greece – and by using material published in the press of the time, this paper has four main objectives: a) to document unknown aspects of the state censorship applied on the three films, such as censored parts, practices of preventing the movies from being screened at international Festivals, etc; b) to unearth the censorial logic behind these interventions ranging from anticommunism to Puritanism and fears of damaging the country’s reputation abroad; c) to examine how censorship – including self-censorship – influenced the aesthetics and the narratives of the films; and finally d) to discuss Koundouros’s strategies of using his confrontation with state censorship as a means of constructing his public authorial image.

Censored bodies and bodily functions in Dimitris Kollatos’s early films

Dimitris Kollatos is a Greek filmmaker and stage director who, from the 1960s to the 1980s, built a controversial artistic identity based on bold subject matter and recurrent confrontation with censorship. This paper focuses on two of his early films that notoriously caused discomfort to the audience and became targets of government censorship: the short film Olive Trees (1964), which provides a cruel depiction of the Greek countryside, unearthing the financial dependence and sexual abuse of women by the patriarchal Greek family, and the feature film The Death of Alexander (1966), which takes place at a hospital and deals with the last days of a young man dying of leukemia. Olive Trees was banned for almost 18 years while The Death of Alexander was severely cut. The paper examines the reasons behind these state censorial interventions paying attention to “taboo” images and words that refer to sex, the body, and bodily functions and fluids that were perceived as obscene and offensive material. Moreover, in relation to The Death of Alexander it analyzes how the film narrative blurs the boundaries between the matrimonial and hospital bed, places a detailed emphasis on medical practices (such as injections), while connecting death with sexual performance and scatological material which were unimaginable in the context of the Greek cinema of the time. The paper discusses how Kollatos’s work attempted to stretch the limits of the representable and the speakable in relation to sexual desire, biological functions and bodily praxes in the Greek art film of the 1960s.

Theo Angelopoulos’s Travelling Players (1975): screenwriting as an authorial practice of defying state censorship

Theo Angelopoupos was a leading figure of New Greek Cinema and a prominent European filmmaker widely known for his highly stylized, contemplative and poetic works. This paper focuses on the original script of Travelling Players (1975), Angelopoulos’s third feature film, which is considered as a key work in his establishment as an international auteur dealing with previously banned topics of Greek history and political trauma, such as the Greek civil war, from a left-wing standpoint. The paper is based on research conducted at the archive of the General Secretariat of Press and Information, a state institution that, from 1936 (the dictatorship of Metaxas) to 1974 (the fall of the right-wing Junta of the Colonels), exercised preventive censorship on all scripts and completed films produced or screened in Greece. Archival research brought to light the original script of Travelling Players, submitted in 1973 by Angelopoulos in order to get the permission to shoot the film, including the script’s censored parts and the censors’ report. Angelopoulos, in interviews, has given much information on how he succeeded in overcoming censorship by submitting a fake script to the censors and by hiding the real screenplay from all his collaborators (e.g. none of the actors had actually read the script) to avoid troubles with the Junta authorities. However, archival research proves that the submitted document was not actually fake, enabling us to scrutinize the methods by which Angelopoulos’s original script, while describing accurately and in detail most of the actual film, prevented censors from identifying suspect material. At the same time archival evidence allows us to study the elliptical and poetic way Angelopoulos scripted and disguised his story (through an emphasis on ancient myth and folk culture) as another mark of his authorship.

Ο λογοκριτικός μηχανισμός στη δικτατορία των Συνταγματαρχών: Συνέχειες και ασυνέχειες στις πρακτικές επιτήρησης και πειθάρχησης της κοινωνίας

Η εισήγηση αποτελεί μια σύντομη ιστορική επισκόπηση της λογοκρισίας που βασίζεται σε αρχειακές έρευνες στα Γενικά Κρατικά Αρχεία του Κράτους, τα οποία διατηρούν το αρχείο της Γενικής Γραμματείας Τύπου και Πληροφοριών, ενός κρατικού θεσμού που, έως τη Μεταπολίτευση, ασκούσε προληπτική λογοκρισία σε τέχνες όπως ο κινηματογράφος, η μουσική και το θέατρο. Αντλώντας από το υπό έκδοση ειδικό αφιέρωμα στο επιστημονικό περιοδικό Σύγχρονα Θέματα, "Η Τέχνη στον Γύψο: Η λογοκρισία στη δικτατορία των Συνταγματαρχών" (τ.153, Δεκέμβριος 2021, επιμέλεια Π. Πετσίνη), η εισήγηση συνοψίζει ορισμένα από τα ερευνητικά ευρήματα που εντοπίζουν συνέχειες και ασυνέχειες στις λογοκριτικές πρακτικές στο πεδίο των τεχνών και αναδεικνύουν πως η δικτατορία της 21ης Απριλίου διαχειρίστηκε το φαινόμενο της λογοκρισίας. Το δικαίωμα του κράτους να ορίζει και να ελέγχει το περιεχόμενο της πολιτισμικής παραγωγής εκλαμβάνεται ως αυτονόητο ήδη από το πρώτο μισό του 20ου αιώνα, με τη διαφορά ότι η δικτατορία επιχειρεί να θέσει ολοκληρωτικά αυτή την παραγωγή υπό τον έλεγχό της, συστηματοποιώντας την θεσμοθετημένη λογοκρισία και επεκτείνοντας την άτυπη. Άφησε έτσι στις επόμενες γενιές μια εντυπωσιακή κληρονομιά αρχειακού υλικού που αφορά σε τεκμήρια λογοκρισίας αλλά και ντοκουμέντα των πρακτικών επιτήρησης που χρησιμοποιούνταν κατά καιρούς προκειμένου να τη φέρουν εις πέρας. Μελετώντας το αρχειακό αποτύπωμα αυτού του μηχανισμού, η εισήγηση καταγράφει πράξεις και μορφές λογοκρισίας παρουσιάζοντας τον θεσμικό λόγο περί λογοκρισίας στις τέχνες και το πλαίσιο του κρατικού λογοκριτικού μηχανισμού.

Censorship, democracy and pandemic: Reading between the lines of exception

Any legal interpretation of censorship, i.e. censorship as the moment of repression and prohibition, should by definition take into account its performative aspect – that is the censorial discourse as a regulatory construction and delimitation of what is culturally perceived as articulable, acceptable and permissible speech - in order to include both self-censorship and unofficial preventive censorship. Freedom is tested at the boundaries, I argue, and we have to accept this, to reflect on censorship in terms that are not limited to the well-intended liberal credo that ‘censorship is forbidden’, because, whether it is forbidden or not, it lives on – not only in authoritarian or totalitarian regimes but also in our democracies. Recently, a generalised right not to be offended enjoyed by both minorities and majorities has introduced yet another source of censorship practices in the name of removing inequalities, particularly at the expense of minorities. This new situation cuts across the traditional political camps, in which the conservative right were in favour of curtailing the freedom of the arts, and the liberal left – if we may call it that for the sake of brevity – were in favour of artistic freedom. Nowadays, things are more complicated, with proponents of restrictions on both sides. Both defenders of freedom of expression and defenders of censorship, now speak in the name of freedom and equality. This state of affairs probably makes the choice more difficult than it was some 70 or 50 years ago, when the opposing camps were more clearly delineated: freedom and rights on the one side, authoritarianism and control of power on the other.

New Censorship forms in Greece

“New censorship” would  insist that censorship itself is unavoidable, irrespective of the given socio-political context. This approach proposes an inclusive definition, one which reflects the socio-historical specificity of instances of power, control, conditioning or silencing. This definition acknowledges that censorship is a process, rather than a series of actions carried out by a discrete, isolated authority. Most importantly, it denounces the dominance of a polarized rhetoric which insists connecting censorship solely to the dipole freedom / repression, growing awareness of issues such as political correctness, 'hate speech', ethnic minorities, pornography, feminism, and their relationship to free speech and censorship. This fundamental intellectual shift, exemplified by the work of Michel Foucault, holds that the state is not the only agent of censorship and we should actually look carefully at power relations when talking about censorship. On the other hand, the very same notion of a neutral state that liberalism has developed to ensure that there is no abuse of government power, has been called into question: how can, for example, minorities’ or women’s voices be heard fairly within a society that is systemically racist, sexist, and homophobic? Shouldn’t a liberal state deal with certain dominant racist, sexist, and homophobic views that have become so deeply held as not to be amenable to rational discussion? Starting from this point, and adopting an inclusive definition of the term derived from the concept of 'new censorship', I will discuss a notorious femicide case (known in Greece as "the Frantzis case"), employing theoretical approaches to censorship in which the old binary model for understanding censorship in a libertarian versus protectionist divide is undone.

Από τον Εξορκιστή στον Τζόκερ: Τρόμος, λογοκρισία και ηθικός πανικός

Από τη γέννησή του στις αρχές του 20ού αιώνα μέχρι και σήμερα, ο κινηματογράφος τρόμου έχει μια διαρκή σχέση με τη λογοκρισία και τον ηθικό πανικό. Από τις δεκαετίες του 1920 και 1930 πολλές ταινίες τρόμου λογοκρίνονταν ή απαγορεύονταν διότι απεικόνιζαν υπέρμετρη φρίκη ή θέματα που έθιγαν το δημόσιο αίσθημα. Στη δεκαετία του 1970 η λογοκρισία στον κινηματογραφικό τρόμο επανήλθε, με κύρια παραδείγματα τις επιδραστικές ταινίες Ο Εξορκιστής (1973) και The Texas Chainsaw Massacre (1974). Στην πρώτη περίπτωση τα επιχειρήματα περιστράφηκαν γύρω από τις αρνητικές επιδράσεις στον παιδικό ψυχισμό, ενώ στη δεύτερη γύρω από την απεικόνιση ακραίας φρίκης και κοινωνικής παρακμής. Στη δεκαετία του 1980, στο πλαίσιο του θατσερισμού, ένας έντονος ηθικός πανικός γύρω από τις βιντεοκασέτες τρόμου κατέλαβε τη Μεγάλη Βρετανία, με αποτέλεσμα να εμφανιστούν νομοθετικές παρεμβάσεις και λίστες απαγορευμένων ταινιών. Την ίδια περίοδο στις ΗΠΑ η αντίστοιχη εκστρατεία των υποστηρικτών του προέδρου Ronald Reagan έθεσε στο στόχαστρο πολιτισμικά προϊόντα της νεανικής ποπ κουλτούρας, ανάμεσα στα οποία βρίσκονταν και οι slasher ταινίες τρόμου. Στην Ελλάδα η έντονη λογοκρισία απέναντι στον τρόμο εμφανίστηκε με την απαγόρευση προβολής δύο μόλις ταινιών, από τις οποίες ξεχωρίζει η Ώρα του Λύκου (1968) του Ίνγκμαρ Μπέργκμαν. Στην περίπτωση του Μπέργκμαν η δικτατορία βρήκε την ευκαιρία, πιεσμένη από τον φιλοκαθεστωτικό Τύπο, να εκφράσει τα ιδεώδη της και να τονίσει τις επιτυχίες της.

Η λογοκρισία και ο ηθικός πανικός απέναντι στον τρόμο και τα συναφή του είδη συνεχίζει να εμφανίζεται μέχρι και σήμερα τόσο διεθνώς όσο και στην Ελλάδα, όπως αποδείχθηκε από τις πρόσφατες περιπτώσεις των ταινιών A Serbian Film (2010) και Joker (2019). Ο κινηματογραφικός τρόμος, η λογοκρισία και ο ηθικός πανικός πορεύονται από κοινού εδώ και έναν αιώνα, αναδεικνύοντας τις εκάστοτε φοβίες της κοινωνίες, την ταύτιση του εξοβελιστέου με το ανατρεπτικό και την προσπάθεια ελέγχου των τμημάτων της κοινωνίας που θεωρείται πως χρήζουν πατερναλιστικής μεταχείρισης. Έτσι, ο τρόμος εξακολουθεί να αναδεικνύεται, όπως έχει γραφτεί, μέχρι και σήμερα σε συλλογικό ασυνείδητο της κοινωνίας και στον καθρέφτη που αυτή αρνείται να κοιτάξει.

Λογοκριτικές παρεμβάσεις στις πρώτες ταινίες του Νίκου Κούνδουρου: Δημιουργός εναντίον λογοκριτή

Η ανακοίνωση αναφέρεται στη λογοκρισία των ταινιών του Νίκου Κούνδουρου που γυρίστηκαν στη δεκαετία του 1950: Μαγική Πόλις (1954), Ο δράκος (1956), Οι παράνομοι (1958) και Το ποτάμι (1960). Πιο συγκεκριμένα, επιδιώκει να τεκμηριώσει τις διαφορετικές εκδοχές λογοκρισίας – θεσμικής και άτυπης – που ασκήθηκαν στις ταινίες, οι οποίες εκτείνονται από (γνωστές και άγνωστες) προληπτικές και κατασταλτικές παρεμβάσεις του κράτους έως τη λογοκρισία παραγωγών και την αυτολογοκρισία. Ταυτόχρονα επιχειρεί να αναδείξει τη λογοκριτική λογική πίσω από τις συγκεκριμένες παρεμβάσεις (επικαλούμενες την πολιτική, την ιδεολογία, το άσεμνο, την εικόνα της χώρας στο εξωτερικό, τον Ψυχρό Πόλεμο, κ.ά.) και να εξετάσει πώς αυτές επέδρασαν στο περιεχόμενο και την αισθητική των ταινιών (π.χ. η ενσωμάτωση κωδίκων του φιλμ νουάρ στον Δράκο ή η αλληγορική χρήση του τοπίου στο Ποτάμι). Τέλος διερευνά τους δυναμικούς τρόπους με τους οποίους ο Κούνδουρος  συγκρούστηκε με τους λογοκριτικούς μηχανισμούς (π.χ. αγνοώντας τις αποφάσεις των λογοκριτικών επιτροπών, εμπλεκόμενος δικαστικά με την εταιρία παραγωγής Justin Wilson Productions) και πώς η δημόσια διαχείριση των προβλημάτων του με τη λογοκρισία συνέβαλε καθοριστικά στη διαμόρφωση της εικόνας του ως σκηνοθέτη-δημιουργού.

Γιατί ένα έργο τέχνης προκαλεί πολλαπλάσιες αντιδράσεις όταν εκτεθεί στον δημόσιο χώρο; Είναι λογοκρισία το να αμφισβητεί κανείς τα δημόσια μνημεία; Ποια είναι, εν τέλει, τα όρια μεταξύ του βανδαλισμού και της λογοκρισίας; Η δημόσια τέχνη σχετίζεται με την κομβική έννοια του δημοσίου χώρου, ως δημοκρατικού αγαθού, που με τη σειρά του συνδέεται με τη λεγόμενη –αν και ασαφή– κοινωνία των πολιτών. Τα μνημεία, από τη φύση τους κανονιστικά, δεν αναπαριστούν απλώς συγκεκριμένα πρόσωπα, αλλά μετατρέπουν τα πρόσωπα και τις πράξεις τους σε παραδείγματα προς μίμηση. Ποιες είναι οι δυνατότητες των πολιτών για αντίδραση στις αξίες που αυτά εγγράφουν στο αστικό χώρο, και πότε αυτές οι αντιδράσεις μπορούν να χαρακτηριστούν ως λογοκρισία; Τελικά ποιος δικαιούται να επεμβαίνει στο δημόσιο χώρο και ποια είναι τα όρια αυτών των επεμβάσεων; Εστιάζοντας σε διαφορετικές ιστορικές περιόδους και περιστατικά, η στρογγυλή τράπεζα επιχειρεί να απαντήσει στο τι εννοούμε όταν μιλάμε για λογοκρισία στη δημόσια τέχνη στην Ελλάδα και όχι μόνο.

Ο «δείκτης δημοκρατίας», σύμφωνα με μελέτη ινστιτούτου του ομίλου που εκδίδει το περιοδικό The Economist,  το 2021 γνώρισε τη μεγαλύτερη υποχώρησή του από το 2010: «Τα αποτελέσματα αντανακλούν τον αρνητικό αντίκτυπο της πανδημίας στη δημοκρατία και στην ελευθερία στον κόσμο για δεύτερη συναπτή χρονιά, της σημαντικής επέκτασης της εξουσίας του κράτους και της περιστολής των ατομικών ελευθεριών», επιχειρηματολογούν οι συγγραφείς της. Σε ανάλογα συμπεράσματα κατέληξε και το γερμανικό Ίδρυμα Μπέρτελσμαν. Στην Ευρώπη, η Ισπανία και η Γαλλία πέρασαν από το καθεστώς της «πλήρους δημοκρατίας» σε αυτό της «ελαττωματικής δημοκρατίας», κατηγορία στην οποία κατατάσσονται επίσης οι ΗΠΑ, το Ισραήλ και η Νότια Αφρική. Έδειξε η πανδημία το τέλος του πολιτιστικού, κοινωνικού και δημοκρατικού μοντέλου της Δύσης; Τι είδους αντανακλαστικά πυροδότησε η «ολική επαναφορά» του κράτους μέσα στην πανδημία με όρους «πολέμου εναντίον αόρατου εχθρού»; Ποιος είναι υπεύθυνος για την υγεία; Ποιες αντιλήψεις για τη δημοκρατία και την υγεία αντανακλούν οι διαφορετικές απαντήσεις σε αυτό το ερώτημα; Τι σημαίνει για τη δημοκρατία το γεγονός ότι η σύγκρουση περιορίζεται στο ιδεολογικό έδαφος της ελευθερίας και της αυτονομίας – άλλοτε με όρους ατομικής ευθύνης και πολιτικής συμμόρφωσης, κι άλλοτε με όρους άσκησης του ατομικού δικαιώματος αντίστασης στην καταστολή και τη χειραγώγηση κράτους-εξουσίας-ειδικών; Αποδεχόμαστε το ενδεχόμενο να τεθούν περιορισμοί στην ελευθερία της έκφρασης ακόμα και εκτός των συνταγματικά προβλεπομένων περιστάσεων, στο ενδεχόμενο ακριβώς σύγκρουσής της με «υπέρτερα αγαθά» όπως αυτό της δημόσιας υγείας; Σε τι βαθμό αυτό-λογοκρίνονται οι υγειονομικοί σε περιστάσεις κρίσης; Με τη συμμετοχή επιστημόνων από διαφορετικά πεδία, η στρογγυλή τράπεζα επιχειρεί να απαντήσει στο κατά πόσο νοείται ως θεμιτός ο περιορισμός της ελεύθερης έκφρασης υπό εξαιρετικές περιστάσεις και ιδίως σε ζητήματα μεγάλης σημασίας για την «επιβίωση των εθνών», όπως είναι η δημόσια υγεία.
